Nothing proposed on this site is untested. Every mechanism — language nests, media investment, cooperative economics, the OEM-to-own-brand ladder, digital statehood — has already worked somewhere. Here is the evidence, including the failures worth learning from.
Language revivals
Welsh was in steep decline through the 20th century. The counterattack: S4C, a Welsh-language TV channel (1982, won by sustained civic campaigning); the Welsh Language Act 1993 giving equal status in public life; fast-growing Welsh-medium schooling; and the Cymraeg 2050 strategy targeting a million speakers. The 2021 census dip (to ~17.8% of the population) is itself a lesson: legal status without enough intergenerational transmission is not sufficient — which is why GTA7 puts early childhood first.
For Assam: media in the language is infrastructure, not entertainment; and laws follow movements, not the reverse.
By the 1970s few Māori children spoke the language. Kōhanga Reo "language nests" (from 1982) put infants with fluent elders; Kura Kaupapa immersion schools followed, then the Māori Language Act 1987 (official status) and Māori Television (2004). Youth speaker numbers rose, and the model has been copied worldwide — including Hawai'i's Pūnana Leo, which took Hawaiian from a few hundred child speakers to tens of thousands of learners.
For Assam: the single highest-leverage intervention is elders plus pre-schoolers in one room — exactly the language-nest crèches in the Language strategy.
A liturgical language with zero native speakers in 1880 became the mother tongue of over nine million people. The mechanism was uncompromising domain expansion: schools, newspapers, workplaces, and homes that operated in Hebrew first, backed by dictionary-building (Ben-Yehuda) and, later, state institutions. No language on Earth is "too far gone."
For Assam: even the smallest Tai Phake or Deori community is recoverable — if the language gets real domains of daily use, not ceremonies of remembrance.
With ~370,000 speakers, Iceland saw its language disappearing from phones and voice assistants, and responded with a national Language Technology Programme (2019–2023): open corpora, speech recognition, synthesis, and translation delivered as public infrastructure for roughly the cost of a few kilometres of highway.

Economic revivals
In 1960, poorer than much of Africa; by 2000, a top-tier industrial economy. The mechanism was disciplined learning-based industrialisation: licensed technology, exports as the report card, and relentless movement up the value chain — assembly to components to own brands (Samsung, Hyundai, POSCO). Performance requirements were real: firms that missed export targets lost state support.

Taiwan seeded ITRI (Industrial Technology Research Institute) in 1973, licensed semiconductor technology from RCA, trained a generation of engineers, and spun out UMC and later TSMC — now the most important manufacturing company on Earth. One deliberate institution, surrounded by education and supplier policy, became an ecosystem.
For Assam: treat the Jagiroad OSAT plant the way Taiwan treated its first fab — an anchor to deliberately grow curricula, suppliers, and spin-outs around (see Technology).
The Basques rebuilt both at once: ikastola community-funded Basque-medium schools grew under adversity into a full education system, while the Mondragon cooperative federation — founded by a village priest and five engineers in 1956 — grew into one of Spain's largest business groups, tens of thousands of worker-owners strong. The Basque Country today has among the highest per-capita incomes in Spain.
For Assam: the proof that cultural revival and industrial success are the same project — and the design template for GTA7's cooperatives (tea growers, weavers, recyclers).
Emerging from Soviet occupation in 1991 with 1.3 million people and little capital, Estonia bet on digital government (X-Road data exchange, near-universal digital ID, e-Residency) and education. Skype's engineering success seeded a founder ecosystem that has produced one of the world's highest unicorn-per-capita rates (Wise, Bolt, and others).
For Assam: a small population is not a constraint online; and one visible engineering win (Skype's role there; perhaps a language-AI product here) can convert a region's self-image from periphery to producer.
The Yozma programme (1993) used matched government capital to bootstrap a venture industry from nearly nothing; military R&D units doubled as elite technical academies. A country of under 10 million became "startup nation," with more NASDAQ-listed companies than most of Europe.
For Assam: venture ecosystems are built by deliberate institutional design plus a talent pipeline — the RFS list, validation grants, and academies on the Startups page are that design.
Dairy farmers in Gujarat, organised from 1946 into what became Amul and the White Revolution, took ownership of the value chain — collection, processing, branding — and turned commodity milk into one of India's most valuable consumer brands, owned by millions of farmers.
For Assam: the closest cultural and legal template for tea small-growers, handloom weavers, and farm-to-food chains: own the brand, not just the crop.
Five constants: (1) early-childhood transmission beats slogans; (2) media and technology in the language are infrastructure; (3) economies climb by learning from the best, then owning the result; (4) one deliberately-built institution can seed an entire ecosystem; (5) every revival was led by the community itself — government followed. That is the operating order of GTA7: movement first, institutions second, policy third.
