A vision without numbers is a wish. The roadmap runs 2026–2035 in three phases — prove, scale, own — and starts deliberately small: three wedge projects, executed excellently, before thirteen domains attempted at once.
Phase I · 2026–2028
Ideation and implementation are different disciplines; Phase I is pure implementation. Three projects, chosen because they are visible, fundable, and compound:
Open or revive public libraries with fixed hours in 10 towns; run the first school-cluster pilot; launch the "global learning hour" (MIT/Khan Academy facilitation) in 100 schools. Metric: weekly library users; students completing one free online course.
A working transparency site for one district: every public project with budget, contractor, deadline, live status, plus an RTI-assist desk. Metric: projects listed vs. projects existing; RTIs filed; media citations of the data.
One homegrown chain (food concept or pump-distribution cooperative) run on the partner-learn-build-own ladder with hygiene-academy-trained staff. Metric: outlets profitable without subsidy; jobs created; local ownership share.
Start the Northeast Digital Archive's first recording teams (elders will not wait for Phase II); stand up the AI-automation company so the movement is earning from year one; publish the first Assam Requests-for-Startups list; disburse the first hundred ₹50k validation grants.

Every year, one public scorecard: every number above, hit or missed, with reasons — published the same way this movement demands government publish its own results. Credibility is the compounding asset; a missed target honestly reported builds more of it than a vague success.
