Two proposals from the raw notes are adopted with explicit due-process limits: any monitoring of coordinated inauthentic social-media activity must target verifiable behaviour, never viewpoint — or it becomes a censorship tool; and any enforcement power (account blocking, fraud action) requires appeal and review mechanisms. A movement about accountability must be the most accountable thing in the room. Likewise, all cultural-economic policy is origin-neutral: it lifts local ownership and never targets any community.
